Using the Pentagon Papers (McNamara’s 1963 memo and the Joint Chiefs of Staff 1964 memo) and Nixon’s 1969 speech, analyze how U.S. policy goals in Vietnam evolved over time. How did policymakers justify continued involvement despite changing circumstances? What consistencies and contradictions can you identify in the government’s strategic thinking across these different periods?
