In this assignment, you are required to choose a subsystem (you may use the subsystem you have already selected for your final project assignment). Now choose an agency within your selected subsystem, for instance, a local or federal law enforcement agency, a specialty or criminal court, or a community corrections or maximum security male prison. Now consider the following scenario:

You are preparing to appear before the State Budgeting Commission. You are required to choose a type of budget format or a combination from your textbook; justify the type or combination of types you have chosen based on comparative strengths and weaknesses; consider, also, the general costs of your agency including, programming, payroll, materials, product and/or services, quality, tools and equipment, transportation, facilities and other costs you deem appropriate; consider how to identify and decrease waste; include at least two new technological tools outlined in this module and justify this new cost.

All of these assignment components are reviewed in your textbook. There is no need for outside research. There are also sample budgets in your textbook. As you develop your analysis, make sure you also consider the political priorities you see below in your budget planning and that public questions are taken after each agency makes its yearly budget request.

As you ponder these issues, make sure you consider the following Factual Scenario:

Your state has a $100,000,000 budget for all of its criminal justice agencies. You will be contending for your share of the budget and will have challenges from state leadership as well as the other agencies that may feel you are asking for too large a share of the criminal justice budget. Now consider that your Governor has indicated his strong support for reformed sentencing and drug laws, alternatives to incarceration, and more emphasis on COPPS. Include these political priorities in your budget planning. Your budget hearing is also open to the public and robust attendance is expected. Public questions are taken after each agency makes its yearly budget request. There has been an increase of gang violence in your state and recently, there was a shooting at one of the courthouses. Two people were killed inside the courtroom. Also note that last year, corrections went 10% over budget even though the correction officer to inmate ratio decreased.
