Write a policy memo analyzing one issue related to Generative AI (GenAI). The memo should define a specific policy problem and evaluate possible government responses.
The memo should be written for an educated policymaker or public official who is not a technical expert.
Length:
- Maximum 3 double-spaced pages
- 12-point Times New Roman
- 1-inch margins
- PDF submission
(A Works Cited page, citations, tables, or graphs do not count toward the 3-page limit.)
Required Sections
1. Problem Definition
Clearly define the policy problem using one of the following frames:
- Too much / too many
- Too little / too few
- Missed opportunity
You must:
Quantify the problem
Provide data showing the scale or growth of the issue.
Diagnose the problem
Explain underlying causes and contributing factors.
Justify government involvement
Explain why public policy action is necessary rather than leaving the issue to the private sector.
State a policy goal
Identify at least one objective policy alternatives should aim to achieve.
2. Policy Alternatives
Describe and compare two alternatives:
A. Status Quo
Explain what happens if current policies and trends continue unchanged.
B. One Policy Alternative
Propose one specific government intervention.
Identify what policy tool it represents, such as:
- Taxes
- Subsidies
- Safety nets / social insurance
- Rules, rights, and regulations
- Government supply
- Facilitated markets
- Conducting research
Explain how and why this alternative would address the problem.
Research & Sources
You may use credible academic, government, or policy research sources.
Avoid advocacy materials or biased opinion sources.
All factual claims that are not common knowledge must be cited using in-text citations.
Works Cited Requirement
You must include a Works Cited page at the end of the memo.
Requirements:
- Use APA citation format
- Include all sources referenced in the memo
- List sources alphabetically by author
- The Works Cited page does not count toward the 3-page memo limit

- Academic journal articles
- Policy think tank research
- Reputable data organizations
Writing Style & Tone
- Professional and policy-focused
- Concise and analytical (not a general essay)
- Written for a non-specialist policymaker audience
