Clearly define the engineering problem.
State:
- What problem exists
- Why it is important
- Who is affected
Identify constraints:
- Time
- Cost
- Size
- Safety
- Materials
Define functional requirements (what the system must do).
Include a simple hand-drawn sketch showing:
- Inputs
- Outputs
- Overall idea (no dimensions)

Do NOT include solutions in detail at this stage.
