Health Policy Paper

For this assignment, you will provide a summary of a legislative bill and arguments for and against it. The bill must be pertinent to Nursing and ideally, of interest to you.

Step 1: Choose a federal or state of Illinois legislative bill to write about. To choose a federal bill, go to the

website – see the attached file for detailed instructions. To choose a state bill, I recommend you go to the ANA-IL website, click on “Advocacy Portal,” then “Issues” to find bills of interest to Nursing.

Step 2: After gathering information on the bill, answer the following questions in a paper that is 4-5 pages long, double-spaced (1 margins, 11 or 12-point font, APA formatted). Follow this outline:

  1. General Information: Name and number of the bill; sponsor; cosponsors (if any do not name them, just indicate how many cosponsors); date the bill was introduced; and current status.
  2. Summary: Give a one-paragraph summary of the purpose of the bill. Ideally, this should be in your own words. If quoting, be sure to use quote marks and cite the source.
  3. Impact: What is the relevance of this bill to Nursing? Who else will be affected if the bill is enacted? What is the estimated cost of this legislation (HINT: Scroll to the bottom of Position Statements for an estimate by SpendingTracker.org.
  4. Pro and Con: Describe arguments in support of the bill. Also provide arguments against the bill. You can reference Position Statements that are shown on the govtrack.us site
  5. Your position: Summarize by stating your position for or against enactment of the bill. How can you, as a nursing student, and/or RNs in practice either promote or oppose this legislation?
