Identify two hazards from the community emergency management plan. Name and discuss three community-related factors that an emergency manager must consider in determining the risk factor of the two hazards identified. Explain how the emergency management plan is addressing two core capabilities from each of the five mission areas in the Threat and Hazard Identification and Risk Assessment Guide (THIRA). Explain your reasoning.
